Methodology

Formula: Net cost of layoff = layoff cost + rehire cost. Net cost of retain = (crew annual cost × off-season months / 12) - (off-season work revenue × margin %).

Assumption: The 2026-08-27 merge of two originally separate roadmap candidates: layoff-vs-retain is the recommendation, off-season work availability is the lever that can flip it.

Limitation: Compares only the off-season period cost; the crew’s cost during the busy season is identical either way and cancels out of the comparison.
